In collaboration with the DDSI (Digital and Information Systems Department), define and lead the Data strategy of the General Secretary department by implementing the necessary projects and organization to maximize the real and perceived value for the population using this data.
Your Responsibilities:
Data Strategy:
- Define the data strategy & the data roadmap and ensure its implementation
- Set up and manage the data pipeline (collection and arbitration of data needs, prioritization, inclusion in the roadmap, etc.)
- In conjunction with the GS PMO, manage the GS's data project portfolio (BI, AI, etc.) and secure their delivery
- In conjunction with project directors and Digital Leaders, secure the GS's Data aspects in Group projects
Data Governance:
- Define and implement data governance and its alignment with the Group standard and regulations
- Monitor and ensure the data quality of GS data
- Raise awareness among GS staff and users of our tools on Data topics and associated best practices
Data Architecture:
- Map the current data architecture and define the target in agreement with the DDSI and the necessary evolutions for the GS
- Map the GS's key data
- Ensure the framing and implementation of integration flows for the consistency of data useful to the GS
Group Links and Synergies:
- Be the SPOC (Single Point Of Contact) between technical and functional stakeholders on data aspects
- Represent the GS in Group Data instances and working groups
Your Profile
- 5 to 10 years experience in diverse Data-focused roles
- Advanced degree (Master's or Ph.D.) in Data Science, Computer Science, Business, Life Sciences, or a related quantitative field
Hard Skills:
- Experience in the data field (data viz, data science, data engineering, database management, data architecture, etc.)
- Project management experience (especially AGILE)
- Knowledge of data standards and regulations, particularly in Health
- Knowledge of Legal and/or Compliance domains would be a plus
- Strong familiarity with data modeling and data management tools
- Mastery of data governance principles
Languages: Proficiency in English is a must.
Soft Skills:
- Demonstrated leadership and diplomatic skills
- Excellent ability to communicate effectively across functional and technical domains, fostering cross-functional collaboration and adapting to diverse stakeholders
- A proactive, results-driven, and customer-focused mindset
