Role Summary
The Senior Manager/Associate Director, HEOR/RWE, is responsible for the strategic development and execution of Health Economics and Outcomes Research (HEOR) and Real-World Evidence (RWE) initiatives. This pivotal role directly supports oncology asset strategies across both marketed and pipeline products.
Operating within a dynamic matrix organization, the incumbent will partner closely with key cross-functional teams—including Medical Affairs, Clinical Development, and Market Access—to drive comprehensive asset strategies. HEOR/RWE research areas will focus on unmet medical need and disease epidemiology, real-world treatment patterns, clinical and economic outcomes, comparative effectiveness, and overall real-world clinical practice patterns.
Furthermore, this role is accountable for driving clear, impactful communication of HEOR/RWE insights, research findings, and strategic implications to internal cross-functional teams, ensuring organizational alignment and informed decision-making.
Primary Responsibilities
Key Responsibilities: Associate Director
- Strategic Leadership & Planning:
- Co-create and lead the HEOR/RWE strategy and operational plans, ensuring alignment with asset development goals and evolving external market dynamics.
- Provide scientific support to facilitate market access and payer negotiations for pipeline and on-market assets.
- Collaborate with clinical development teams to design and incorporate appropriate patient-reported outcomes (PRO) measures within clinical trials, serving as a Subject Matter Expert (SME) for engagements with regulatory and payer bodies.
- Maintain an up-to-date awareness of the industry's regulatory, payer, and policy landscape and its potential impact on HEOR/RWE generation.
- Mentor junior team members and contribute to a culture of learning, integrity, and innovation within the HEOR function
- Evidence Generation and Impact Measurement:
- Oversee the end-to-end delivery of evidence initiatives that inform access and clinical practice, partnering with Medical Directors and other cross-functional scientific collaborators.
- Work with external vendors and internal teams to design and execute oncology evidence projects, ensuring ethical and scientific standards are appropriately met.
- Track and communicate project progress and manage budgets.
- Manage external vendors, consultants, and contract research organizations to ensure timely and quality delivery of HEOR/RWE projects.
- Ensure timely measurement and communication of the external and internal impact of HEOR evidence
- Communication & Stakeholder Engagement:
- Lead communication with Medical Affairs and other functional leadership on planned and ongoing research initiatives, key findings, and their internal and external impact.
- Drive pull-through and communication of HEOR strategy and evidence to internal and external stakeholders, including cross-functional asset and governance teams, healthcare decision-makers, payers, patient advocacy groups, and clinical practitioners.
Education and Required Skills: AD
- Advanced degree (PhD, PharmD, MS) in Health Outcomes, Pharmacoeconomics, Epidemiology, or a related field, with relevant experience in oncology.
- 7+ years of experience in HEOR or RWE within the pharmaceutical industry or consulting, with proven experience in HEOR/RWE strategy development and execution.
- Strong knowledge of the U.S. regulatory framework and payer landscape, with experience designing and implementing HEOR/RWE strategies to meet payer and regulatory requirements.
- Strong project management capabilities and the ability to work effectively in a matrix organization.
- Effective in communicating research findings and able to translate these into actionable insights for diverse internal and external stakeholders.
- Advanced technical expertise in HEOR/RWE study design and execution, coupled with excellent communication skills to effectively convey complex scientific data to varied audiences.
- Proven ability to manage complex projects and cross-functional initiatives with strategic agility and attention to detail.
- Collaborative leadership style with a track record of working across teams, functions, and geographies.
- High emotional intelligence, with the ability to lead through influence, resolve challenges, and build consensus in a matrixed organization.

- Scientific Expertise:
- Serve as the primary HEOR/RWE Subject Matter Expert (SME) for assigned oncology assets, providing deep scientific and methodological expertise to cross-functional teams.
- Collaborate with Medical Directors teams to develop and execute on HEOR/RWE evidence strategies.
- Collaborate with clinical development teams to design and incorporate patient-reported outcomes (PRO) measures within clinical trials.
- Provide scientific expertise in the development of payer and regulatory submissions
- Evidence Generation and Project Oversight:
- Oversee the end-to-end delivery of evidence initiatives that inform access and clinical practice, partnering with Medical Directors and other cross-functional scientific collaborators.
- Work with external vendors and internal teams to design and execute oncology evidence projects, ensuring timely and on-budget delivery while meeting ethical and scientific standards.
- Communication & Stakeholder Engagement:
- Drive external and internal pull-through and communication of HEOR strategy and evidence to internal and external stakeholders, including cross-functional asset and governance teams, and external stakeholders.
- In collaboration with the publications team, develop the RWE/HEOR publications plan and create materials in compliance with company, industry, and regulatory requirements.
- Operational Execution and Impact Measurement:
- In collaboration with the asset/indication HEOR lead, develop tactical plans for evidence generation initiatives.
- Ensure cross-functional alignment and engagement throughout study execution.
- Track and communicate project progress and budget management.
- Ensure timely measurement and communication of the external and internal impact of HEOR evidence.
Education and Required Skills: Senior Manager
